First off, about the tag system:
* What is done?
The administration part of the tags is done. Tags can be managed by admins.

* What is under construction?
The part where the user gets to choose the tags in the downloads section is still under construction.
I am having some difficulties finding the best location for the tags, was thinking of making a bar on the right side where all tags are displayed. Something like the picture below:

Plus I have a few new ideas for the site:

Code
* After uploading a file a user can view his submission. A user can:
        * Modify text
        * Delete and upload screenshots
        * All without permission of the admin
        * Submission can be edited until the point an admin opens the file for the first time in the admin section.
* Owner of file receives PM on user comment
* Owner of file receives PM on user rating
* At profile page it shows how many views, downloads, filesize the downloads of the person has.
